What have I got here? Cal Neva Lodge $1/$5 error chip?

I've had this chip for a while and tagged it as a $5 error chip, but it doesn't appear in chip guide or TCR as such, so I submit this to a jury of my peers, you fine folks of this board. What exactly is this chip?

One side is a $1 denom CG019991/TCR#N5765
The other side is a $5 denom CG020623/TCR#?

Please ignore the aberrations in the photo from the airtite. The chip is in pristine condition, other than some slight oxidation of the HS-Gold on the $1 side.
