Moscow Metropolitan?

Yellow-tinted plastic token.  Not sun-damaged.  Thought it was for the "Metro" (train/subway) based on the logo, but too light to be used for dropping in a machine (I think). I found a "Moscow Metropolitan" casino in chipguide so thought it might be related to that, but the logo is different. 

The words are in Russian. "Moscow" «МОСКОВОКИЯ» on top and "Metropolitan" «МЕТРОПОЛИТЕН» on bottom.

Thoughts? If this is worthy of submission to the chip guide, what to file under?
